Frankfort mayor to recommend closure of petting zoo after deaths of 78 birds, USDA violations


FRANKFORT, Ind. -- The Frankfort mayor has announced her plan to recommend that the city's TPA Park close following recent USDA violations and the deaths of several animals.




According to a news release, Frankfort Mayor Judy Sheets confirmed that she will recommend that the city's Board of Works close the TPA Park Petting Zoo as the city conducts an "assessment of the long-term viability" of the facility.




"This is the best decision out of respect for our taxpayers, employees, and the animals," Mayor Sheets said. "We deeply care about all involved and feel strongly this is the best decision."




Sheets said she made this recommendation based on the community's concerns for animal welfare, effective use of resources and "overall sustainability of the petting zoo."




"This is probably one of the hardest decisions I have made as Mayor. It is heartbreaking for our employees who care for our animals," said Mayor Sheets. "This includes making responsible decisions about the resources required to maintain these spaces and the well-being of any animals under our care."




The recommendation will consider several factors when making a final decision, including operational costs, facility maintenance and resource allocation.




Sheets added that the City of Frankfort would continue to share updates with the community when a final decision is reached. According to the City of Frankfort's website, the city's next Board of Works meeting is scheduled to begin on April 14 at 5 p.m.




Recent violations





The City of Frankfort saw its former superintendent resign in January after nearly 80 birds, two deer and two chickens died at its petting zoo within the last six months.




FOX59/CBS4 originally reported on Jan. 13 that the City of Frankfort was cited by the U.S. Department of Agriculture after 78 birds died at its petting zoo between July 8 and Dec. 10, 2024.




The USDA report outlined that no veterinary exams or necropsies were conducted to learn more about what may have caused the deaths. Previous reporting indicated the inspection officer also reported several other violations at the petting zoo.




These included:





  • No proof of an active contingency plan




  • An exposed dig barrier in a twilight exhibit, which could cause the three foxes housed there to escape, be trapped or be injured




  • A cooler meant to store fruits and vegetables accumulating debris, such as tree leaves and molded vegetables




  • Three chickens walking outside of their designated enclosure





Mayor Sheets said at the time that she was working with her administration, the parks department and the former superintendent to review the petting zoo's animal care protocols.




On Jan. 16, the City of Frankfort also confirmed that a deer and two chickens were found dead in a barn at the Frankfort Parks Department Zoo. Another deer that was found to be in "distress" was transported to the Purdue University Animal Hospital where it later died due to a seizure, according to Mayor Sheets.
