Councilor introduces proposal to extend youth curfew hours in Marion County

INDIANAPOLIS -- A proposal was introduced at an Indianapolis City-County Council meeting Monday night aiming to extend the curfew for juveniles in Marion County.




City-County Councilor Leroy Robinson, who also serves as the chair of the Public Safety and Criminal Justice Committee, introduced Proposal No. 232, 2025, to address curfew hours for minors throughout Marion County.




According to the proposal, it would be unlawful for any youth aged between 15 and 17 to be in public during the following curfew hours:

• After 11 p.m. to 5 a.m. on Friday or Saturday





• After 9 p.m. on Sunday, Monday, Tuesday, Wednesday or Thursday





• Before 5 a.m. on any day of the week

For minors 15 years old and younger, the extended curfew hours would include 9 p.m. to 5 a.m. every day of the week.




Robinson said he would also lead discussions aimed at identifying ways to "hold parents and guardians accountable for violations of the curfew ordinance." These penalties could include fines and parenting classes for multiple violations.




"I recognize that there have been some concerns and challenges brought forward regarding the enforcement of the curfew times, and my colleagues and I on the Council will work with IMPD and other agencies and stakeholders to address them," Robinson said.




This follows a violent weekend across the Circle City. In one incident, a mass shooting occurred in downtown Indy, resulting in seven people being shot. Two of the victims, a 16-year-old and a 15-year-old, died after suffering gunshot wounds. According to police, all the victims were 21 years of age or younger.




Indianapolis Mayor Joe Hogsett shared the following statement with FOX59/CBS4 after the revised curfew hours were introduced Monday night:




"The youth gun violence we experienced in our city this weekend was tragic, unacceptable -- and completely preventable. Our city's youth have no business being out unsupervised in the middle of the night. That's why tonight, in partnership with President Vop Osili and Chairman Leroy Robinson, we will be introducing an Ordinance to extend the curfew hours for young people in Indianapolis.




Over the coming days, I will be continuing important conversations with community and law enforcement regarding the steps we must take to increase enforcement of this extended curfew, which will save lives. What is immediately clear: everyone in our community has a role to play in ensuring the safety and wellbeing of our city's youth.




As Mayor, it is my responsibility to ensure the safety of all the residents of our city. Parents and guardians, help us keep your kids safe by ensuring they follow the curfew hours."




The public will be able to comment on the proposal when it is heard in the Public Safety and Criminal Justice Committee on July 16 at 5:30 p.m.
