Docs: Arrest warrant issued for street racer who ditched Mustang after 114 mph crash


INDIANAPOLIS -- An arrest warrant has been issued for an alleged street racer who left the scene of a crash on the eastbound lanes of Interstate 465 after driving 114 miles per hour before colliding with another driver.




According to court documents, Shawn Bivens has been preliminarily charged with Criminal Recklessness committed with a Deadly Weapon (Level 6 Felony), Leaving the Scene of an Accident (Class A Misdemeanor) and Reckless Driving causes Bodily Injury (Class A Misdemeanor).




Initial investigation into 'reckless driving'





According to a probable cause affidavit that was filed in Marion County on Thursday, an Indiana State Police trooper responded to a reported crash on July 6 on I-465 EB near the 51.1 mile marker.




The trooper reported arriving on the scene and locating an orange Chevrolet Spark resting in a ditch outside the right shoulder of the roadway. The orange Chevrolet displayed "all-around damage" that led the trooper to believe it was caused by a rollover crash.




A few moments later, another trooper discovered a black Ford Mustang on the right shoulder of the interstate to the east of the Chevrolet.




As the investigation unfolded, troopers met and spoke with two witnesses who immediately identified the driver of the Mustang as the individual responsible for the crash. One of the witnesses said he was driving in the middle lane and observed the Mustang pass him before cutting back across the interstate to the left and striking the Chevrolet Spark, court documents said.




The other witness said the Mustang had "tapped" the back of the Chevrolet Spark, causing it to spin and lose control before it rolled over in the ditch.




Troopers listened to testimony from the driver of the Chevrolet Spark, who shared that she was driving in the far lane when she heard the sound of tires squealing and found herself "flying across traffic."




ISP noted that the Chevrolet driver sustained injuries to her upper left arm, while a passenger in the vehicle also came out of the crash with an injured neck and lower back. A detective with the Indianapolis Metropolitan Police Department revealed that he had observed the same Mustang driving recklessly about five miles from the crash scene before he witnessed it flee once Bivens reportedly saw marked IMPD vehicles.




ISP received information from IMPD that Bivens was possibly connected to "Sacred Society," a group involved in street takeovers throughout the Circle City. They also learned that the crash occurred minutes after officers attempted to conduct a traffic stop on Bivens near the area of Raymond Street and Pleasant Run Parkway.




Officers found a "Sacred Society" sticker located on the side of the Mustang, which court documents noted is the name of a group that has developed a reputation for organizing street takeovers. This appeared to corroborate other intelligence indicating Biven's participation in street takeovers across the Indianapolis area.




Court documents revealed that Bivens sped away from the police vehicles, allegedly blowing through a red light at East and Raymond Street before reaching speeds of 40 miles per hour while passing through a residential neighborhood.




Three days later, detectives executed a search warrant on the Mustang. They reportedly seized a digital scale with "plant material" located in the center console of the vehicle.




On July 14, detectives successfully applied for a search warrant to review data obtained from the airbag control module inside the Mustang. Court documents showed that the Mustang was traveling 108.7 miles per hour five seconds before the crash occurred. The data also revealed that the brake was not applied.




According to court documents, Bivens' speed only increased as the seconds ticked down in the buildup to the crash. Two and a half seconds before, the data showed that the Mustang was traveling at 114.4 miles per hour.




Social media use helps detectives build case





As investigators continued looking for evidence, they turned their attention to Bivens' Instagram account, which he was known to frequently use to communicate with other alleged members of the "Sacred Society."




While searching through his Instagram history, detectives found evidence that Bivens allegedly admitted that he was involved in the crash and that he fled the scene. In other messages, detectives said Bivens claimed that his Mustang was stolen in an attempt to distance himself from the crash.

"Got targeted by detective."




"They tried to corner me in I took them on a chase."




"Highway got clogged up hit a car."




"I did a hit and run."




"I didn't have nothing register to me in that car yet or nothing."




"So like they can't prove it's me."




"I've reported it stolen."




"In case they run finger prints."




"Nah I reported it stolen before the night even ended had my mom as alibi got different alibis no warrant yet."




Arrest warrant issued





On July 17, a detective made contact with Bivens after calling a phone number connected to his Instagram account. During the call, court documents said Bivens mentioned that he had made multiple attempts to report that his Mustang had been stolen. He also shared that he purchased the vehicle from a friend and that there was a lien on the vehicle until he could pay the full amount that he owed.




Bivens reportedly explained that IMPD could not file a stolen vehicle report due to him having incomplete information and the car's title being inside the car when it was stolen, court documents said. He went on to claim that the vehicle was reportedly stolen from a residence located in the 1000 block of Winding Hart Drive on July 6.




Online court records from Marion Superior Court 35 show that an arrest warrant for Bivens was issued on Thursday. The conditions of the warrant outline that no bond will be set until Bivens appears in his initial hearing, and then the bond will be set at $2,000 cash.
