Docs: Former Anderson PD officer involved in undercover cocaine transaction

DELAWARE COUNTY, Ind. -- A former officer with the Anderson Police Department has been charged with selling cocaine to a confidential source as part of a federal investigation.

According to court documents recently filed in Indianapolis federal court, Ty'Ray Wilson and Duncan Harmon were federally charged with two counts of distribution of controlled substances and aiding and abetting, as well as use or carry of a firearm during and in relation to a drug trafficking crime.

At the time, Wilson had been a sworn law enforcement officer with the Anderson Police Department. Wilson, who started with the Anderson Police Department in 2018, has since resigned.

According to the federal criminal complaint, officials with the Federal Bureau of Investigation, in coordination with the Muncie/Delaware County Drug Task Force and the Drug Enforcement Administration, initially began an investigation into Wilson.

The entities conducted two controlled drug transactions with a source who had reportedly used cocaine with Wilson and knew that he had "cocaine available for distribution."

During the week of July 21, the source conducted a controlled purchase of cocaine from Wilson. The source reportedly traveled to Wilson's Anderson home in the 3000 block of Sheridan Street. The documents said that the two left the home and went to pick up a man, later identified as Duncan Harmon, from his Markleville home and traveled back to Anderson.

The documents said that Wilson reportedly coordinated getting the cocaine from Harmon for the source. But at that time, Harmon "did not have the cocaine on him," and the source was told to return to the Anderson home later to pick up the drugs.

Later that day, the source returned to the Sheridan Street home and received the drugs. The documents said that the source then provided the drugs to law enforcement. In video footage of the transaction, the documents allege that there were reportedly firearms in the garage when the controlled purchase was occurring.

During the week of July 28, the source reportedly conducted an additional controlled purchase of drugs involving both Wilson and Harmon.

According to court documents, the detention hearings for both Wilson and Harmon are scheduled for Wednesday afternoon. Both were remanded to the custody of the U.S. Marshals pending further court proceedings.
