Docs: Massage parlor in Franklin busted for promoting prostitution at same location as similar bust




JOHNSON COUNTY, Ind. -- For the second time in just over a year, police busted a massage parlor at the same address in downtown Franklin for allegedly promoting prostitution.




There are no signs on the door or outside the business, but tucked away off Jefferson Street in Franklin, directly behind the Johnson County Courthouse annex, Franklin police busted two women for allegedly offering sexual services during a massage with an undercover police officer this month.




Rong Huang, who allegedly owned the business called Furong Spa, is now charged with felony promoting prostitution. A second woman who worked at the spa is also charged with misdemeanor prostitution.

"This will not be tolerated in the county. Not now, not ever and we're going to make sure that it goes away," said Johnson County Deputy Prosecutor Matthew Kubacki.




The criminal charges filed this week come less than three weeks after the previous owner of a massage parlor at the same location in downtown Franklin pleaded guilty to multiple felonies, including promoting prostitution.




The new owner is now accused of committing the same crime.




Prosecutors believe the same crime took place in the same building last year, when the business was known as the Sun Health Spa.




The owner of the business at that time, Ying Liu, eventually pleaded guilty to various sex crimes just last month, mere days before the business was raided a second time.

Aside from the location, there's no indication the two suspects are connected in any way, but prosecutors in Johnson County said the message behind the pair of busts is simple.




"Any crime in Johnson County is not going to be tolerated and sex crimes like this will be proactively investigated with our law enforcement partners," said Kubacki.




In fact, after last year's bust, Franklin city leaders amended the city's rules requiring massage parlors to apply for a permit through the police department instead of the mayor's office as an extra layer of security.




According to the affidavit filed against Huang this week, the suspect denied breaking any laws, but tearfully sobbed to police that she needed to "pay tribute" to human traffickers known as the Snakeheads.




Huang is now being held on a $15,000 bond. Her initial hearing is set for next week.
