Following an investigation, police determined that 46-year-old Wendell Woodall reportedly exposed himself in the school supplies section. He was arrested on Wednesday.

"This was a disgusting and criminal act against a child in a public place where families should feel safe. Let me be clear: If you target children in Richmond, we will come for you, we will arrest you, and we will see that you face justice," Chief Kyle Weatherly said. "This case is now in the hands of the prosecutor's office and the courts, and we, and our community, expect full accountability."

Woodall has been preliminarily charged with Performing Sexual Conduct in the Presence of a Minor, a Level 6 Felony, and Indecent Exposure, a Class A Misdemeanor.
