INDIANAPOLIS -- The Indianapolis Metropolitan Police Department has released edited bodycam footage documenting the moments leading to a police shooting after a man struck an Indianapolis police officer with a vehicle on the city's near north side.




According to a graphic that appears at the beginning of the video, officers responded to the 1500 block of N. Meridian Street around 4:18 p.m. on Nov. 14, 2024, to conduct a welfare check. Officers arrived on the scene and found a man inside a car parked near a CVS at the intersection of N. Meridian and 16th Street.

What does the video show?





Previous reporting indicates that officers noted at the time the man, who was identified as 36-year-old Terrance Shane, was inside the car near the front of the drive-thru. Store employees told police that they were unsuccessful in making contact with Shane despite multiple efforts before police arrived.




The bodycam footage shows officers approaching Shane's vehicle and knocking on his window multiple times to get his attention. The officers also activated their sirens and pointed their flashlights into the vehicle, but all of these efforts proved unsuccessful.




One of the officers managed to view the interior of the vehicle by pressing a cell phone against a tinted front window on Shane's vehicle. The officer did not observe a firearm inside the vehicle.

Indianapolis Emergency Medical Services and the Indianapolis Fire Department also arrived to provide assistance in case Shane was experiencing a medical emergency.




Officers continued to knock on the window multiple times while activating their sirens and shining flashlights into the car to get the driver to respond.




A few minutes later, Shane can be seen opening the passenger side window and speaking with the officers. One of the responding officers proceeded to ask Shane if he was feeling all right while telling him to place the vehicle into park and to unlock his door.

The collected footage shows Shane exiting the vehicle and speaking with one of the officers near his driver's side car door. The officers asked Shane to move toward the back of the vehicle to check on his status. The driver's side door was still open at this point during their conversation.




Shane refused to comply, telling the officer that they were making him "scared" and that he was "more comfortable" standing near his vehicle, according to the video.




In the next frames, Shane can be seen re-entering his vehicle. One of the officers then grabbed his arm while continuing to give verbal commands for him to exit the vehicle. Shane then put the vehicle into reverse, resulting in the officer being pinned between the vehicle and a brick wall.

At this moment, the officer who was standing near the suspect's passenger side opened fire with his department-issued weapon, striking the suspect one time in his right arm. Shane exited the vehicle before getting on the ground.




At this moment, security surveillance footage collected by the business shows a medic dragging the injured officer away from Shane's vehicle.








Officers then rushed toward Shane to provide him with medical aid, applying a tourniquet to his right arm. Shane was transported to an area hospital in stable condition. The officer who was struck by the vehicle was released from the hospital later that same evening after suffering no "significant" injuries.




The images featured in the edited footage were gathered from two Indianapolis police officers' body-worn cameras that were activated during the shooting.




IMPD 'disappointed' with sentence





IMPD confirmed that criminal charges were filed against Shane in connection with the incident.




The cases concluded on Aug. 4 when Shane was sentenced to seven years in the Indiana Department of Correction followed by two years of probation. This followed a plea deal which saw Shane plead guilty to Possession of a Narcotic Drug (Level 3 Felony) and Battery by Means of a Deadly Weapon (Level 5 Felony).




In exchange, one count of battery against a public safety official, a Level 5 Felony, was dismissed. In response, IMPD released a lengthy statement where Chief Chris Bailey said the department was "disappointed" with the sentence.




"While we respect the judicial process, we are disappointed in the sentence today. We believe that those who attack our officers should be held fully accountable and face maximum penalties allowed under the law," a portion of the statement said. "The fact that this sentence is not consecutive adds no additional time for the defendant's reckless behavior, which could have killed our officer, who was just trying to do his job."




The release of Friday's bodycam footage was delayed to allow Shane's case to play out in court. This prevented the release of any evidence, including this bodycam footage, from being released while the criminal case was pending.
