Indiana DCS worker accused of making up family visits, falsifying abuse records

(WXIN/WTTV) - A former Indiana Department of Child Services employee faces felony charges after allegedly making up family visits and lying on child abuse records.
Brianna Spillman, 30, was arrested Monday and charged with 16 counts of official misconduct and falsifying records. Court records show Spillman worked at the Hendricks County DCS office from July 2023 until late last year.
Officials began investigating Spillman in November 2024 after she resigned from her position as Family Case Manager.
After she resigned, DCS became suspicious that Spillman had been filing false documents into Indiana's statewide child abuse reporting system.
Soon after, the Indiana Office of Inspector General said officers found at least eight instances of Spillman lying on official DCS records. Allegations against Spillman include:
- Lying about conducting home visits,
- Claiming children were "happy, healthy and free of marks" without meeting them,
- Verifying kids had proper clothing, food and utilities without visiting their homes,
- Filing undocumented school visits as adequate home visits, and
- Making up completed phone calls with children's guardians.
In one case, Spillman reported visiting a family and seeing a healthy child who was free of injuries and wearing a softball uniform before her game. Around eight months later, the child's father told DCS that no such visit ever occurred and that none of his children even play softball.
Several other parents told DCS officials they had never met Spillman, despite her logging several home visit entries for their families. Additionally, school counselors whom Spillman had claimed to meet with had no record of any DCS visits.
Investigators said there is no evidence that Spillman's actions caused any actual harm. However, they said her "complete disregard" for DCS policy put at least seven Hendricks County families and nine local children in danger.
Court records show Spillman was officially charged last Friday in Hendricks Superior Court 4 with:
- Official Misconduct - Level 6 Felony
- 8 counts
- Falsifying Child Abuse Records - Class A Misdemeanor
- 8 counts
Spillman was arrested by deputies on Monday afternoon and booked into the Hendricks County Jail. She was released hours later on a $500 bond. An initial hearing has not yet been scheduled in her case.
