Indiana father, daughter charged with incest in Wayne County

DUBLIN, Ind. -- A central Indiana father and his 19-year-old daughter have both been charged with incest in Wayne County. This comes after the dad allegedly got his daughter drunk, committed sex acts on her in exchange for him buying her a vape and crashed her car.




Billy Pumphrey, 49, was arrested on July 5 and charged with incest, driving while intoxicated and contributing to the delinquency of a minor. Several days later, officials charged Billy's 19-year-old daughter Adeline Pumphrey with incest. She has since turned herself into jail.




The charges stem from an alleged car crash that occurred outside Billy's home over the Fourth of July weekend. While investigating the accident, police uncovered allegations of incest and providing alcohol to underage people.

Making contact with Billy

Cambridge City police were initially called around 5:30 a.m. on July 5 to a home in Dublin on report of "disturbing allegations." There, a tipster said that his stepchildren had allegedly witnessed Billy Pumphrey standing naked in a garage with his adult daughter Adeline.




Detectives then made their way to Billy's nearby home along the 2100 block of Franklin Street in Dublin. There, they found a car crashed into a steep ditch by the driveway. Inside the garage, police said they found Billy passed out in chair and emitting a strong smell of alcohol.




Police said they asked Billy several times how the crash had occurred but that he was unable to explain anything. Billy later went on to say that the crashed car was his daughter Adeline's, and that he had tried to use ropes and hoses to pull the car out of the ditch.




"Billy's speech was slow and slurred and his eyes were glassy," one officer wrote. "[His] attitude would range from laughing to crying to anger toward me investigating what happened."




Billy was eventually taken into custody and brought to nearby Reid Hospital for a blood draw. It was later determined that Billy's BAC at the time was .224. Due to Billy openly admitting to driving a car earlier in the night, police initially placed him under arrest for drunk driving.




While Billy was at the hospital, other investigators learned that he had allegedly given alcohol to his 18-year-old son and his 19-year-old daughter Adeline. Police then spoke with several witnesses who were at the house when Billy and Adeline's alleged incest occurred.

Witness accounts

Several witnesses described attending a Fourth of July party at a home near Billy's house in Dublin. Police learned that Billy had allegedly let several underage party guests drink the liquor he kept in his house.




After drinking for awhile in the garage, the witnesses said they went inside and left Billy alone with Adeline. After around 30 minutes, the witnesses said they had not heard from either person in the garage and went to go check on their wellbeing.




Upon entering the garage, several witnesses said they observed Billy with his pants around his ankles and his underwear at his knees. Other witnesses described hearing "sexual moans" coming from the garage and seeing Adeline on the floor with her pants off.




One witness said that she ended up confronting Billy and Adeline in the garage, but that neither of them had any substantial reaction to others seeing them. That same witness said they captured a picture of the two of them laying together, which was later shown to police.




During interviews with police, several of Billy's adult children described their dad as being "creepy" and said he had "done weird things" to women in the past. Another witness outright described Billy as a "creep towards women."




Witnesses told police that they left the home for a short time before returning to grab some items they'd left inside. Upon arriving home again, they reportedly did not find Billy. However, Adeline allegedly told the witnesses that Billy tried to "bribe her to get naked for a vape."

Adeline's story

Police were soon able to track down Adeline and speak with her about what had happened. The 19-year-old described getting off of work around 9 p.m. on July 4 and going to meet up with Billy and her siblings in Dublin.




Upon arrival, Adeline said Billy was allowing the underage party guests to drink his alcohol. She said that, after consuming around five shots and three beers, she began to feel "really drunk."




Adeline described how Billy wanted to take her into a "private room" in the garage to "discuss feelings." She said that, once everyone else had left the garage, she and Billy began to talk about love and past relationships.




The 19-year-old said eventually her father kissed her on the lips and that the two then got naked on the floor of the garage and began "doing stuff together." Adeline described Billy committing several sexual acts on her and said that she was "drunk but alert" to what was happening.




Adeline told police that, after being confronted by her siblings and other witnesses, she and Billy were unfazed and "went back to it." She said that, a while later, Billy wanted to take her to his bedroom to "do things," but that she really wanted to hit a nicotine vape.




"Well if I'm going to go get you a vape, will you sleep with me," Billy allegedly asked.




"That is the agreement," Adeline said she replied.




The two then reportedly got into a car and Billy drove to a nearby gas station to purchase a vape. After this, they returned to Billy's home on Franklin Street where he allegedly crashed Adeline's car in the ditch, sparking a police investigation.

Further investigation, aftermath

Adeline was taken to Reid Hospital to complete a sexual assault kit. The results of said kit showed that Adeline had bruising on her arms and legs, although doctors said they were unsure when this occurred. Besides that, doctors said there were no signs of trauma on Adeline's body.




Billy was booked on July 5 into the Wayne County Jail on one count of operating while intoxicated with a BAC of .15 or higher, two counts of contributing to the delinquency of a minor and one count of incest - a level 5 felony.




Then, two days later on July 7, Adeline was also charged in Wayne County with one count of level 5 felony incest. Cambridge City police confirmed on July 14 that Adeline had turned herself in that afternoon to the Wayne County Jail.




Online court records show that Billy filed a document on July 11 to waive his initial hearing in front of a judge. Meanwhile, an initial hearing has not yet been scheduled in Adeline's case. Both are charged in Wayne Superior Court 2.




FOX59/CBS4 has reached out to the Wayne County Prosecutor's Office for more information on how these charges were determined. No further information has been provided as of this article's publication.




Online jail records show that both Billy and Adeline have been arrested and charged with crimes in Indiana before.




Billy appears to have an extensive criminal history in Wayne County that includes a previous driving while intoxicated charge, driving with expired plates and over speeding charges.




Meanwhile, Adeline was arrested in May and charged in Wayne County with public intoxication and resisting law enforcement.
