New Castle PD: Intoxicated mom passed out in car while children play at park


NEW CASTLE, Ind. - Police officers were called to Osborne Park in New Castle where an allegedly intoxicated woman was discovered passed out inside her vehicle while her three children were left to their own devices at the park - one being a 1-month-old baby.




According to court documents, officers struggled to wake the woman up and even went as far as giving her several doses of Narcan - fearing an overdose. But when the woman finally came to, she told officers she'd only been drinking alcohol.








Angel Cooper, 33, of New Castle was arrested on June 12. She is charged with three counts of neglect of a dependent, a Level 6 felony; one count of operating a vehicle while intoxicated while endangering a child, a Level 6 felony; and public intoxication, a Class B misdemeanor.




Officers were called to Osborne Park after receiving reports of an allegedly intoxicated woman being combative with park-goers. The suspect, later identified as Cooper, was also allegedly going in and out of consciousness, according to witnesses, while being at the park with three children.




One witness later told officers that she spoke to Cooper at the park and claimed Cooper drank from a "shooter bottle" of alcohol while the pair were talking.




A witness, who was holding Cooper's 1-month-old baby, told officers that Cooper was currently passed out inside her vehicle. Cooper's other two children were playing in the park.




Officers located Cooper inside the white Kia Altima. She was slumped over in the driver's seat. The Kia was running, police said, but parked.




An officer attempted several times to wake Cooper, including performing sternum rubs and administering several doses of Narcan, which had no effect. After further sternum rubs, Cooper reportedly opened her eyes, which were bloodshot and watery.




Cooper was taken to an ambulance, where she told paramedics she had only consumed alcohol. She also admitted to consuming alcohol while breastfeeding her baby.




A blood draw was conducted on Cooper at the hospital. The results of the blood draw are still pending.




Both DCS and the fathers of Cooper's children were notified about the arrest, according to court docs.




Cooper was officially charged by the Henry County Prosecutor's Office on Monday. She faces up to two and a half years in prison for a Level 6 felony.
