Between Sleep and Scripture: Part II

Imagination and Revelation

Imagination is the canvas where dreams first appear, painted in colors too wild for waking life. Revelation, however, is the moment those colors refuse to fade - when the dream insists it carries truth.

In this second part of the journey, I step into the tension between the two. Was my vision simply imagination, a story spun by the subconscious? Or was it revelation, a divine interruption meant to guide me forward?

My imagination went running - vivid, untamed, painting scenes of betrayal, mistreatment, and rejection. It spun stories that felt so real I almost believed them. Yet even as my mind raced, a spiritual whisper reminded me: discernment is the anchor. What feels chaotic in imagination can be clarified in revelation.

As Joel 2:28 declares: "And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions."

Imagination can inspire, but revelation transforms. One entertains possibility; the other demands response. When a dream feels too vivid, too insistent, it asks us to discern: is this a passing thought, or a living word?

I choose to honor both. Imagination reminds me that creativity is sacred, that God gave us minds capable of wonder. Revelation reminds me that wonder is not wasted - it is often the language of heaven.

So today, I write not to separate imagination from revelation, but to acknowledge their dance. Together they blur the line between sleep and scripture, reminding me that even in rest, destiny speaks.

Summary of Clark County Fuel Tax Indexing Extension

The Clark County Commission voted to extend inflation adjustments (indexing) to the local fuel tax for an additional decade, ensuring these adjustments remain in place until at least 2036, when voters will have the opportunity to decide on their continuation.

Background and Impact

  • The fuel revenue index, implemented in 2014, adds an inflation-adjusted amount to the fuel tax-currently 23 cents per gallon-which has generated approximately $1 billion.
  • These funds have supported over 700 roadway infrastructure projects in Southern Nevada.

  • The indexing mechanism keeps transportation funding aligned with rising costs of materials and labor.

    Legislative and Public Support

  • Assembly Bill 530, signed by Governor Joe Lombardo, permitted the extension.
  • The indexing was originally set to expire in 2026, following legislative approval in 2013 and voter endorsement in 2016.

  • Over 30 community leaders and officials, including Las Vegas Mayor Shelley Berkley, testified in favor of the extension.

    Dissent and Concerns

  • Commissioner April Becker was the sole dissenting vote, arguing that voters should have had a direct say in the extension, as was initially required.
  • Becker acknowledged the importance of infrastructure and job creation but expressed concern that the tax disproportionately affects lower-income residents who rely on gasoline to commute.

    Tax Structure and Revenue

  • Current gasoline tax per gallon: 78.2 cents (federal: 18.4, state: 24.1, Clark County: 9.5, RTC: 26.2).
  • Revenue sources for road infrastructure include a flat fuel tax, a portion of sales tax, and the indexed fuel tax.

  • The $1 billion raised via indexing over the past decade has enabled the RTC to leverage about $3 billion in total project funding through bonds and federal grants.

    Financial Consequences of the Extension

  • Without the extension, annual roadway funding was projected to fall to $100 million by 2030, compared to over $300 million with the extension.
  • In fiscal year 2025, the indexed tax was expected to generate $160 million, accounting for roughly 14 percent of the RTC's annual budget.

    Commissioners' Views

  • Supporters argue the tax is fair because it is paid by road users for road improvements.
  • Commissioner Tick Segerblom called it "a perfect tax" since it directly links usage to funding, while Commissioner Justin Jones highlighted its role in securing competitive federal grants.

  • The extension passed with a 6-1 vote; only Becker voted no.

    Looking Ahead

  • The inflation-adjusted fuel tax will remain through 2036, when Clark County voters will once again decide its future.

Assembly Bill 4, a sweeping crime bill backed by Nevada Gov. Joe Lombardo, passed the Senate early Wednesday morning, drawing significant attention for its broad changes to the state's criminal code and a new amendment on immigration enforcement. The bill, also known as the Safe Streets and Neighborhoods Act, proposes modifications to more than a dozen areas of Nevada law, including enhanced penalties for DUI deaths, tougher sanctions for assaults on hospitality workers, expanded definitions of stalking and domestic violence, and new felony charges for certain burglaries.

A notable last-minute amendment prohibits school employees from allowing federal immigration officials onto school property or sharing student information with immigration agents without a warrant. This provision responds to concerns from civil rights advocates and progressive groups who criticized the absence of immigration protections in the earlier bill version. Sen. Melanie Scheible, D-Las Vegas, said the measure is intended to shield students and families from immigration enforcement actions at schools.

The bill passed the Senate with a 16-2 vote, with two no votes from Democrats and three senators absent. Since the amendment was added, the legislation must return to the Assembly before heading to the governor's desk.

A major component of AB4 is its impact on the Las Vegas "resort corridor," a zone designated for heightened public safety and economic concerns. Under the bill, Clark County must identify this area, and judges could ban criminal defendants from the corridor for up to a year for certain offenses, with mandatory one-year bans for repeat offenders. While the bill does not require a return to the previously controversial Resort Corridor Court, it authorizes judges to implement such a program. Critics, including Justice of the Peace Jessica Goodey, have raised separation-of-powers concerns about legislative mandates for judicial reporting on corridor crime.

Proponents argue the bill targets repeat offenders and modernizes justice policy, but opponents question the logic of increasing penalties amid falling crime rates and criticize the resort corridor program as disproportionately affecting homeless individuals and those accused of minor offenses such as trespassing.

Gov. Lombardo, a former Clark County Sheriff, has long advocated for this legislation, insisting it balances criminal justice reform with protections for victims and public safety, especially in Nevada's vital tourism sector. The bill must clear the Assembly before it can be signed into law.

Mötley Crüe will return to the road in 2026, more than a decade after announcing their final tour, with a 33-city North American tour called the "Return of the Carnival of Sins." The tour, led by frontman Vince Neil, is scheduled to begin July 17 in Burgettstown, Pennsylvania, at the Pavilion at Star Lake and will commemorate both the 20th anniversary of their 2005-06 Carnival of Sins tour and the band's 45th anniversary.

Opening acts Extreme and Tesla will join the summer-long tour, with stops planned in New York, Michigan, Ontario, New Hampshire, New Jersey, Massachusetts, Virginia, Georgia, Florida, North Carolina, Missouri, Illinois, Ohio, Indiana, Texas, Arizona, New Mexico, California, Utah and Washington.

"Bringing back the spirit of Carnival of Sins has been a blast, and we wanted to take it even further for its 20th anniversary," the band said in a statement. "This new show is for the Crüeheads who've been with us through it all and for the new Crüeheads who didn't get to experience Carnival of Sins last time around. Get ready - we're coming your way and we can't wait to see you next summer."

Tickets go on sale to the general public at 9 a.m. local time Nov. 21, with VIP packages available beginning Nov. 19 at 9 a.m. local time. Additional ticket information is available on the band's website. One dollar from each ticket sold will be donated to the After School Arts Program through the Mötley Crüe Giveback Initiative, supporting hands-on arts programs for young people.

Coinciding with the tour announcement, the deluxe 40th anniversary box set of Mötley Crüe's "Theatre of Pain" album is now available. The set includes reimagined artwork, a newly remastered album on colored vinyl, a 1985 Long Beach live concert, rare demos and a 76-page hardcover book featuring previously unpublished photos and memorabilia.

The band, which includes original members Nikki Sixx and Tommy Lee and guitarist John 5, recently completed a Las Vegas residency at Dolby Live at Park MGM. The residency was delayed after Neil suffered a stroke last Christmas. In an interview with the Las Vegas Review-Journal in September, Neil said, "I had to learn to walk again, and that was tough. The doctors said they didn't think I'd be able to go back on stage again. I go, 'No, no, I'm gonna do it. Watch and see.'"

Neil, 64, did not lose his voice due to the stroke, but said recovery required extensive physical therapy. "I had to be carried to the bathroom, then used a wheelchair, a walker and finally a cane," he said. After months of therapy at his Nashville home, Neil said he is able to walk unassisted again.
