JENNINGS COUNTY, Ind. - A 15-year-old who has been accused of raping a 7-year-old has officially been criminally charged as an adult.

Per Indiana's public court reporting system, Landon Doty was formally charged as an adult on June 12. A court filing from June 9 indicates the decision to waive Doty into adult court was made earlier this week.

The June 9 filing reports that Doty sexually assaulted and raped a non-verbal 7-year-old with autism on a Jennings County school bus over the course of several weeks. School bus video captured several of the alleged instances of assault, and that footage was reviewed by police.

The filing from June 9 alleges Doty is "beyond rehabilitation under the juvenile justice system; and it is in the best interest of the safety and welfare of the community that the child stand trial as an adult."

During one hearing, according to the court filing, an officer said Doty's conduct "is the worst he has seen during his 39-year career as a juvenile probation officer." The same officer also described Doty as "a predator based on his repetitive conduct against a helpless victim."

Per court documents, the juvenile probation officer reported that "the alleged delinquent's criminal conduct appears to be calculated, indicating he knew what he was doing was wrong. It appears in the video that he would stop his criminal conduct anytime he thought someone may observe him, then continue his criminal conduct when he felt safe to continue without detection."

Court records indicate Jennings County officials believe Doty is of normal intelligence and a good student. Officials also documented that he had previously had some behavioral issues at school. Doty's guardian reported that he does not have an Individualized Education Plan (IEP) through Jennings County Schools.

An affidavit for probable cause indicates Doty's alleged activity was first detected on April 17. At the time, a school bus monitor observed Doty pushing the 7-year-old off his lap.

The monitor told the bus driver to pull over, separated the students and then reported to Jennings County Schools that video of the incident needs to be reviewed.

Police then reviewed video of the incident that was presented by Jennings County Schools. Officers with the North Vernon Police Department went on to review several videos during its investigation of Doty's alleged activity.

Doty was detained by police during their investigation. He was pulled from class and escorted to a patrol car in handcuffs. According to court documents, Doty said "I'm basically screwed" once the NVPD officer that detained him got in the car with him.

According to Indiana's public court reporting system, Doty now faces 12 charges, including four counts of rape, two counts of child molesting, four counts of sexual battery, one count of criminal confinement where the victim is under four years of age and one count of public indecency.

Rape and child molesting - the most serious of the charges Doty faces - are both Level 3 Felonies. The maximum penalty for a Level 3 Felony in Indiana is a 16-year prison sentence and a fine of up to $10,000.

Previous reporting indicates the 7-year-old's family filed a tort claim against the Jennings County School Corporation during NVPD's investigation. The family alleges that the district was negligent in its handling of the situation and violated the 7-year-old's civil rights, which caused him permanent injuries.

A statement from the 7-year-old's family attorney is available here. A statement from the Jennings County School Corporation is available here.

BLOOMINGTON, Ind. - An Indiana University fraternity has been ordered to shutter its operations for the next three years.

A memo obtained by FOX59/CBS4 indicates the Lambda Chapter of Sigma Chi was instructed to cease all of its operations until the Fall 2028 semester. Indiana University issued the suspension following a hazing investigation.

Sigma Chi received a Cease and Desist Order related to hazing in November 2024. The Cease and Desist Order was related to one specific incident.

After a further investigation of that incident, IU determined hazing was systemic, dangerous and egregious within the Lambda Chapter of Sigma Chi.

The memo FOX59/CBS4 obtained also indicated that hazing activities at the Sigma Chi house continued after IU gave the Lambda Chapter a Cease and Desist Order. Per the memo, members of the Lambda Chapter of Sigma Chi even took steps to conceal their hazing from the university.

The memo also indicates that IU sought to suspend Sigma Chi for five years, but the institution ultimately settled on a three-year suspension. All current undergraduate Sigma Chi brothers will have graduated by the time the Lambda Chapter's suspension has ended.

The memo did not contain commentary on specific incidents of hazing that allegedly happened at the Sigma Chi house.

Per the memo, the Lambda Chapter of Sigma Chi does not currently plan to reopen its house in Bloomington until sometime in 2029.

This is a developing story. Check back for updates.

No Kings protest held at Indiana Statehouse

INDIANAPOLIS - A No Kings protest was held at the Indiana Statehouse Saturday afternoon.

Around noon, protestors brought signs to the Indiana Statehouse to protest actions taken by President Donald Trump and his administration.

The No Kings Coalition organized No Kings protests across the nation on Saturday. Protest organizers called the national demonstrations a direct response to the military parade Trump held in Washington D.C. Saturday afternoon.

Per The Associated Press, the parade came with an estimated price tag of $45 million. The AP reported that 6,000 soldiers and 128 Army tanks participated in the event. The parade was held on Trump's 79th birthday and served as recognition of the 250th anniversary of the U.S. Army.

In a press release, the No Kings Coalition indicated that there were No Kings protests in 2,100 U.S. cities and towns on Saturday. Protest organizers estimated that millions participated in the protests across the nation.

In Indianapolis, specifically, protestors stood out in the rain at the Indiana Statehouse. Protestors' signs were plastered with phrases like "Hoosiers against fascism" and "No kings since 1776."

"Today, across red states and blue, rural towns and major cities, Americans stood in peaceful unity and made it clear: we don't do kings," No Kings Coalition officials wrote in a prepared statement on Saturday's national protests. "While Trump and MAGA-aligned governors wasted public dollars on riot gear and fear tactics, the people brought hope, humor, and harmony. A national act of joyful resistance.

"This administration disappears people while cutting their care - slashing healthcare, gutting education, and criminalizing immigrants instead of delivering dignity. But today was a reminder: we are still here. Still organizing. Still rising. Still unafraid. We don't do kings in this country. We do solidarity. We do community. We do justice - and we do it together."

Saturday's demonstration marked the second significant protest against federal initiatives in Indianapolis this week. On Wednesday, protestors gathered outside Gainbridge Fieldhouse for a demonstration related to U.S. Immigration and Customs Enforcement (ICE).

BROOKLYN PARK, Minn. (AP) - Hundreds of law officers fanned out across a Minneapolis suburb Saturday in pursuit of a man who authorities say posed as a police officer and fatally shot a Democratic state lawmaker in her home in what Gov. Tim Walz called "a politically motivated assassination." Authorities said the suspect also shot and wounded a second lawmaker and was believed to be trying to flee the area.

Democratic former House Speaker Melissa Hortman and her husband, Mark, were killed in their Brooklyn Park home. Sen. John Hoffman, also a Democrat, and his wife, Yvette, were injured at their Champlin address, about 9 miles (about 15 kilometers) away.

Authorities identified the suspect as 57-year-old Vance Boelter, and the FBI issued a reward of up to $50,000 for information leading to his arrest and conviction.

Authorities displayed a photo taken Saturday of Boelter wearing a tan cowboy hat and asked the public to report sightings. Drew Evans, superintendent of the Minnesota Bureau of Criminal Apprehension, said investigators obtained video as well.

He did not give details on a possible motive.

Boelter is a former political appointee who served on the same state workforce development board as Hoffman, records show, though it was not clear if or how well they knew each other.

The early morning attacks prompted warnings to other elected officials around the state and the cancellation of planned "No Kings" demonstrations against President Donald Trump. Authorities said the suspect had "No Kings" flyers in his car and writings mentioning the names of the victims as well as other lawmakers and officials, though they could not say if he had any other specific targets.

A Minnesota official told The Associated Press that the suspect's writings also contained information targeting prominent lawmakers who have been outspoken in favor of abortion rights. The official spoke on the condition of anonymity because the investigation was ongoing.

The shootings happened at a time when political leaders nationwide have been attacked, harassed and intimidated amid deep political divisions.

"We must all, in Minnesota and across the country, stand against all forms of political violence," Walz, a Democrat, said at a news conference. "Those responsible for this will be held accountable."

Law enforcement agents recovered several AK-style firearms from the suspect's vehicle, and he was believed to still be armed with a pistol, a person familiar with the matter told AP. The person could not publicly discuss details of the investigation and spoke on condition of anonymity.

An overnight shooting

Police responded to reports of gunfire at the Hoffmans' home shortly after 2 a.m., Champlin police said, and found the couple with multiple gunshot wounds.

After seeing who the victims were, police sent officers to proactively check on Hortman's home. There they encountered what appeared to be a police vehicle and a man dressed as an officer at the door, leaving the house.

"When officers confronted him, the individual immediately fired upon the officers who exchanged gunfire, and the suspect retreated back into the home" and escaped on foot, Brooklyn Park Police Chief Mark Bruley said.

Multiple bullet holes could be seen in the front door of Hoffman's home.

John and Yvette Hoffman each underwent surgery, according to Walz.

"We are cautiously optimistic they will survive this assassination attempt," the governor said at a morning news conference.

Trump said in a statement that the FBI would join in the investigation.

"Our Attorney General, Pam Bondi, and the FBI, are investigating the situation, and they will be prosecuting anyone involved to the fullest extent of the law. Such horrific violence will not be tolerated in the United States of America. God Bless the great people of Minnesota, a truly great place!"

Two Democratic lawmakers targeted

Hortman, 55, had been the top Democratic leader in the state House since 2017. She led Democrats in a three-week walkout at the beginning of this year's session in a power struggle with Republicans. Under a power sharing agreement, she turned the gavel over to Republican Rep. Lisa Demuth and assumed the title speaker emerita.

Hortman used her position as speaker in 2023 to help champion expanded protections for abortion rights, including legislation to solidify Minnesota's status as a refuge for patients from restrictive states who travel to the state to seek abortions - and to protect providers who serve them.

Walz called her a "formidable public servant, a fixture and a giant in Minnesota."

"She woke up every day, determined to make this state a better place," he said. "She is irreplaceable."

Hortman and her husband had two adult children.

The initial autopsy reports from the Hennepin County Medical Examiner's Office gave their cause of death as "multiple gunshot wounds."

The reports said Melissa Hortman died at the scene while her husband was pronounced dead at the hospital.

Hoffman, 60, was first elected in 2012 and was chair of the Senate Human Services Committee, which oversees one of the biggest parts of the state budget. He and his wife have one daughter.

State Patrol Col. Christina Bogojevic asked people "out of an abundance of caution" not to attend "No Kings" protests. Bogojevic said authorities did not have any direct evidence that the protests would be targeted, but noted the "No Kings" flyers in the car.

Organizers announced that all demonstrations in the state were canceled, but many people still showed up for protests at the Capitol and elsewhere in the Twin Cities area.

The suspect

Boelter was appointed to the workforce development board in 2016 and then reappointed in 2019 to a four-year term that expired in 2023, state records show.

Corporate records show Boelter's wife filed to create a company called Praetorian Guard Security Services LLC with the same Green Isle mailing address listed for the couple. On a website for the business, Boelter's wife is listed as president and CEO, while he is listed as director of security patrols.

The homepage says it provides armed security for property and events and features a photo of an SUV painted in a two-tone black and silver pattern similar to a police vehicle, with a light bar across the roof and "Praetorian" painted across the doors. Another photo shows a man in black tactical gear with a military-style helmet and a ballistic vest.

An online resume says Boelter is a security contractor who has worked in the Middle East and Africa, in addition to past managerial roles at companies in Minnesota.

A former next-door neighbor in Inver Grove Heights, where Boelter used to live, said he hardly knew him but remembers his daughters because they kayaked and ice skated on the pond behind the homes.

"It's really sad for the kids, very, very nice kids," Michael Cassidy said. He added that the suspect's wife once came over to pray with his wife and daughter.

Massive search

Hundreds of police and sheriff deputies, some in tactical gear with assault-style weapons, were scattered throughout the town. Some checkpoints were set up.

An alert sent to cellphones in the morning asked people to shelter in place as police searched for an "armed and dangerous" suspect.

"Suspect is white male, brown hair, wearing black body armor over blue shirt and blue pants and may misrepresent himself as law enforcement. Do not approach. Call 911," the initial alert said.

Police lifted the shelter order in the afternoon, saying they had reason to believe the suspect was no longer in the area.

"This is crazy, someone going after representatives," said Brooklyn Park resident Douglas Thompson, 62. "This is wrong. I'm hoping they'll catch them."

Minnesota House Speaker Lisa Demuth, a Republican from Cold Spring, called the attack "evil" and said she was "heartbroken beyond words" by the killings.

Political violence

The shootings are the latest in a series of attacks against lawmakers across parties.

In April a suspect set fire to the home of Democratic Pennsylvania Gov. Josh Shapiro, forcing him and his family to flee during the Jewish holiday of Passover. The suspect said he planned to beat Shapiro with a small sledgehammer if he found him, according to court documents.

In July 2024, Trump was grazed on the ear by one of a hail of bullets that killed a Trump supporter. Two months later a man with a rifle was discovered near the president's Florida golf course and arrested.

Other incidents include a 2022 hammer attack on the husband of then-House Speaker Nancy Pelosi in their San Francisco home and a 2020 plot by anti-government extremists to kidnap Democratic Gov. Gretchen Whitmer and start a civil war.

Senate Democratic Leader Chuck Schumer said he asked Capitol Police to "immediately increase security" for Minnesota Democratic Sens. Amy Klobuchar and Tina Smith. He also asked Majority Leader John Thune, a Republican, to hold a briefing on member security.

"Condemning violence is important but it is not enough," Schumer said on the social platform X. "We must also confront the toxic forces radicalizing individuals and we must do more to protect one another, our democracy, and the values that bind us as Americans."

Flooding reported in parts of central Indiana

INDIANAPOLIS - Flooding was reported across portions of central Indiana Saturday morning and afternoon.

As of 3:30 p.m., the National Weather Service had issued flood warnings for parts of Howard, Carroll, White, Putnam, Owen, Clay, Boone and Marion counties. Flood watches were also in effect in Hendricks, Morgan, Johnson, Shelby, Hancock, Henry, Wayne, Union, Fayette, Franklin, Decatur, Bartholomew, Brown, Monroe, Greene, Vigo and Sullivan counties.

Per the National Weather Service, as much as three to six inches of rainfall may have accumulated in parts of central Indiana on Saturday. The rain produced flooding along creeks and rivers.

In north central Indiana, Wildcat Creek is expected to crest a few feet above flood stage.

Significant flooding was reported near the intersection of Dixon Road and State Road 26 south of Kokomo. Sitting rainwater caused some roadways and mailboxes in the area to become submerged.

A notification from the Indiana Department of Transportation indicated that State Road 26 westbound actually had to be closed between U.S. Highway 31 and State Road 931 because standing water had overtaken the roadway.

Along Kickapoo Drive in Kokomo, some cars became stranded in standing water.

On County Road 1100 West in Tipton County, water pooled in yards and gardens.

Flooding also heavily impacted portions of County Road 0 between County Road 800 North and State Road 26 in Tipton County. County Road 800 North itself was also closed between county roads 100 and 200.

In Thorntown, floodwaters breeched the skirting around some mobile homes and flooded nearby yards.

The Boone County Sheriff's Office reported that County Road 500 East had to be shut down between Pumpkinvine Road and County Road 750 North because standing water made the roadway impassable. Floodwaters also forced Boone County officials to close County Road 400 East between County Roads 850 and 750.

As of 4:30 p.m. Saturday, Tipton, Carroll and Howard Counties were all under travel advisories. During travel advisories, motorists should expect certain travel activities to be restricted because some roads may have been affected by weather-related hazards.

At 4:25 p.m., the NWS reported that no additional rainfall was expected Saturday, but flood impacts are going to continue. The agency is encouraging motorists to "turn around, don't drown" when they encounter flooded roads.

Cars can be swept away when driven into flooded roadways, according to the NWS. Flooding may also cause river banks and culverts to become unstable.

Flood warnings are expected to expire around 10:15 p.m. Saturday. Some of the flood watches the NWS issued were canceled around 5 p.m. The remaining flood watches in effect are expected to expire at 10 p.m.

This is a developing story. Check back for updates.
